Kirkwood Woman Sentenced for Tax Fraud Charges

Nancy Cicero claimed more than $3 million in refunds since 2005.

A Kirkwood resident was sentenced to 33 months in prison for filing false tax returns over a four-year period, according to a Department of Justice release Wednesday.

Nancy Cicero, 70, claimed more than $3 million in refunds starting in 2005. Cicero was convicted of four felony counts in May after being under investigation by the Internal Revenue Service.

The investigation and trial revealed Cicero had filed false 1099-Original Issue Discount (OID) forms with income tax returns, indicating financial institutions owed her more than $3 million between 2005-2008. The 1099-OID forms are issued to bond holders to represent taxes paid on investments.
