The Kirkwood representative talks challenges, strategies and residents' concerns.
We caught up with Rep. Rick Stream (R-Kirkwood) after he was selected to chair the Missouri House Budget Committee. 1. Patch: Why are you excited about this decision? Stream: It’s an honor to be selected by Rep. Jones, the presumptive Speaker, to chair the House Budget Committee. It’s a tremendous responsibility that I take very seriously. Thankfully, the House Budget staff is excellent and I will be assisted by very capable members of the House. As a member of the House Budget Committee for 6 years and 4 years as the Vice-Chairman, I have become familiar with the state budget. I also have 30 years of federal government budget experience as well as 12 years working with school district budgets while on the Kirkwood School Board. 2. …

One provision of the legislation would allow accredited school districts, like Webster Groves and Kirkwood, to establish guidelines for accepting transfer students.
Area lawmakers expressed doubts that a currently stalled education reform bill will make its way out of the state legislature at a breakfast meet-and-greet hosted by the Webster Groves and Kirkwood school districts. About 45 citizens gathered to hear the legislators speak Saturday at Webster Groves High School, and most of the morning was taken up by a question-and-answer session. At the heart of the conversation was House Bill 1740, which in its current form contains a provision that would allow accredited districts to establish guidelines for accepting transfer students from unaccredited districts. The measure is intended to address a potential influx of students from unaccredited schools, like the St. Louis Public School District, to …

The Kirkwood Republican plans an event explaining Missouri's road map to selecting GOP presidential delegates.
The GOP process for selecting presidential delegates is not exactly straightforward. Even though there’s a primary in February, as of now, delegates will be selected at caucuses held in March. In attempt to sort the situation out for area Republicans, Rep. Rick Stream (R-Kirkwood) is planning a “Presidential Primary Preview” at Westminster Christian Academy in Town and Country. The event will feature an explanation of the state’s presidential delegate situation by Missouri Republican Party political director Robert Knodell. In addition to a straw poll and presentations from presidential campaigns, the evening will also feature analysis from political science professor Rick Hardy. Hardy, who used to teach at the University of Missouri and …

Missouri Representative Rick Stream of the 94th district spoke to the issue open enrollment for students from unaccredited school districts at the Kirkwood School District Offices Wednesday.
Tornado warnings and severe rain didn't stop Missouri Representative Rick Stream (R-Kirkwood) from coming to the Kirkwood School District offices at North Kirkwood Middle School Wednesday as part of a listening tour, where he discussed the impact of the past year's legislative work on local education. Stream — who is a member of the Elementary and Secondary Education Committee in the Missouri House of Representatives and a former member of the Kirkwood School Board — listened to questions and summarized his agenda for officials from the Kirkwood and Parkway School districts. During the session, Stream addressed HB 763, a bill sponsored by Stream in response to the Turner vs. Clayton case. The bill, which failed in the Senate, would have …
